KJS is a joint venture company with the State of Selangor. It is a 100% Bumiputra-owned and managed company. The State Government, through its wholly-owned subsidiary, Kumpulan Darul Ehsan Berhad (“KDEB”), has a 30% stake in KJS. KJS signed a Management Services Agreement with the State Government of Selangor on 17 December 1999 to coordinate the planning, implementation and maintenance of the telecommunication infrastructure services in Selangor for 30 years.

KJS in essence functions as a one-stop agency (OSA) for processing all applications relating to telecommunications infrastructure development. KJS also builds and leases communication structures to commercial telecommunication providers. Its primary role as the lead coordinator in respect of planning, implementation and maintenance of the telecommunication infrastructure services in Selangor, has elevated KJS to be in a good position to advise the State and its authorities on new developments in the industry and implement coordinated development of telecommunication utilities.

KJS was awarded the Network Facilities Provider (NFP) Lisence by Malaysian Communications and Multimedia Commission (MCMC) for a period of 10 years from 23 April 2005 until 22 April 2015. A lisence agreement dated 28 April 2005 was entered into between KJS, Celcom, Digi and Maxis to secure suitable sites to build, own and lease telecommunication structures in Selangor. KJS has rolled out the construction and building of towers, monopoles and lamp poles on private and state agency land and currently owns over 100 structures.
